Russian special forces storm oil tanker, free ship

ABOARD THE SWEDISH WARSHIP CARLSKRONA -- Russian special forces rappelled onto a disabled oil tanker taken over by Somali pirates and freed 23 Russian sailors early Thursday, the commander of the EU Naval Force said. Ten pirates were arrested and one was killed.

The raid on the Liberian-flagged ship Moscow University came 24 hours after pirates had taken the ship over and the crew locked itself in a safe room. The vessel is carrying 86,000 tons of crude oil worth about $50 million.

The special forces had been aboard the Russian anti-submarine destroyer Marshal Shaposhnikov, which rushed to the scene after Wednesday's seajacking. A helicopter was dispatched to investigate and was fired on by the pirates, EU Naval Force said. The Russian warship returned fire on the pirates, it said.

Special forces troops on the helicopter rappelled down to the Moscow University, Rear Adm. Jan Thornqvist, force commander of the EU Naval Force, told an Associated Press reporter aboard the warship Carlskrona, which on Thursday was 500 miles (800 kilometers) west of Thursday's rescue and was sailing toward Somali waters.

Ten pirates were detained and one pirate was killed, the Russian state news agency ITAR-Tass cited Vladimir Markin as saying. Markin is the spokesman for Russia's Investigative Committee. There are wounded pirates, he said without giving details.

Russian officials were preparing for the pirates to be delivered to Moscow to face criminal charges, Markin said.

The crew of the Moscow University had previously told officials they believed the pirates were trying to enter the engine room, Thornqvist said. The ship had been disabled and was not moving. Safe rooms, where crews seek shelter, are typically stocked with food, water and communications equipment and have reinforced doors that can only be opened from the inside.

The ship's owner, Novoship, said the decision to free the ship was made knowing "that the crew was under safe cover inaccessible to the pirates and that the lives and health of the sailors was not threatened by anything."


Cmdr. John Harbour, a spokesman for the EU Naval Force, called the rescue "an excellent operation all around." He said the EU Naval Force had been working at a tactical level with the Russians, and that EU Naval Force personnel talked to the Russian crew by VHF radio. He said the EU had offered support to the Russians.

The attack occurred about 500 miles (800 kilometers) east of the Somali coast as the Moscow University sailed from the Red Sea to China, the ship's owner said. Novoship is a subsidiary of Sovcomflot, which is owned by the Russian government.

The military intervention follows a trend. International military forces have been more aggressively combating piracy. EU Naval Force ships are disrupting pirate groups and destroying their ships at a much higher rate than in previous years. U.S. warships have fired back on pirates and destroyed their boats in several skirmishes in the last several weeks.

In February, Danish special forces prevented the hijacking of a ship after pirates had boarded it. Special forces from the Danish Absalon boarded the Ariella while the crew locked themselves in a secure room.

Still, pirates are holding more than 300 hostages taken from ships off East Africa in the last several months.

On Wednesday, a French prosecutor said a French rescuer was responsible for killing the skipper of a sailboat hijacked by Somali pirates during a rescue operation.

Chief prosecutor Hever Pavy in the western French city of Rennes said investigators found a French military bullet had killed Florent Lemacon in April 2009 when a special intervention team came to rescue his yacht, the Tanit, off the Somali coast.

Four other hostages were saved after a week on the hijacked ship. Three suspected pirates who survived the rescue operation are on trial in France.

can't blame the pirates, the ship was sailing under a Liberian flag, which a lot of ships do,(along with Panamanian flags).

i would like to know if the name of the ship "Moscow University" was printed in russian or in english? might be a good idea for the piartes to have a russian-speaking and reading pirate on the team to make sure they dont hijack russian ships again.

that's why the ship had a safe room. For Russians, the chances of getting killed by the rescuers is far greater than by the pirates.

MOSCOW (AP) — Russia's Defense Ministry said Friday the pirates seized by a Russian warship off the coast of Somalia have been released because of "imperfections" in international law.
Authorities initially said the pirates would be brought to Russia to face criminal charges after hijacking a Russian oil tanker. But Defense Ministry spokesman Col. Alexei Kuznetsov told The Associated Press on Friday that the pirates have been released.

Kuznetsov declined to elaborate on the purported legal flaws that prompted the release.

The Law of the Seas Convention, to which Russia is a signatory, says that the courts of a country that seizes a pirated vessel on the high seas has the right to decide what penalties are to be imposed. However, some countries are wary of hauling in pirates for trial for fear of being saddled with them after they serve prison terms.

Kuznetsov appeared to echo those concerns when asked why the pirates who seized the tanker were released.

"Why should we feed some pirates?" he said.

Russian President Dmitry Medvedev on Thursday had hinted at potential tough punishment for the pirates.

"Perhaps we should get back to the idea of establishing an international court and other legal tools" to prosecute pirates, he said. "Until then, we'll have to do what our forefathers did when they met the pirates."

The pirates boarded the tanker Moscow University on Wednesday. They were arrested Thursday after special forces from a Russian warship stormed the tanker. A gunbattle ensued in which one pirate was killed; 10 others were arrested.

The warship opened with warning fire from large-caliber machine guns and a 30mm artillery complex, the Russian Defense Ministry said. Special forces troops then rappelled down to the tanker from a helicopter, Rear Adm. Jan Thornqvist, the European Union Naval Force commander, told an Associated Press reporter aboard the Swedish warship Carlskrona, which was patrolling 500 miles west of the rescue site.

The tanker's 23 crewmembers, who had taken refuge in a safe room, were not injured.

They should just execute pirates on the spot. Might actually deter future pirates from remaining aboard when they see a warship approaching on the horizon. In the long run, it would save lives cause there wouldn't be a need to engage in a firefight.

Russia says freed pirates didn't reach land

MOSCOW – A Russian official claimed Tuesday that 10 pirates seized by Russian special forces aboard an oil tanker last week were quickly freed but then died on their way back to the Somali coast.

The unidentified high-ranking Defense Ministry official did not elaborate on how the pirates died, deepening a mystery that has prompted speculation the pirates were executed by commandos who had freed a Russian oil tanker seized in waters 500 miles (800 kilometers) east of Somalia's coast.

The official told Russian news agencies the pirates' boat disappeared from Russian radar about an hour after their release.

"They could not reach the coast and, apparently, have all died," the official said.

The Defense Ministry could not be reached despite repeated phone calls Tuesday to the press office and the cell phones of spokesmen.

Russian officials have said one of the 11 pirates was killed during a gunbattle when the Russian special forces stormed the tanker on Thursday. The others, some said to have been wounded, were brought aboard a Russian destroyer.

Officials initially said they would be taken to Russia for trial, but the Defense Ministry said Friday they'd been released because of "imperfections" in international law. The statement was met with skepticism, especially in light of a comment made by the Russian president.

"We'll have to do what our forefathers did when they met the pirates" until the international community comes up with a legal way of prosecuting them, Dmitry Medvedev said on the day the ship was stormed.

The international community has had difficulty formulating an accepted policy for trying suspected pirates.

Somalia's ambassador to Russia, Mohammed Handule, told journalists that his government could not identify or locate the pirates. They were believed to be Somalis, but their nationality has never been confirmed.

He said they "will face trial if we find them alive."

The multimillion dollar business of pirate attacks has continued to climb despite the presence of about 35 international warships patrolling the waters off Somalia. The impoverished nation is caught up in an Islamic insurgency and has not had a functioning government since 1991.

In two other piracy-related developments on Tuesday:

• EU Naval Force Lt. Cmdr. Carl Sjostrand said pirates hijacked a Bulgarian chemical tanker off the coast of Somalia with 15 Bulgarian crew aboard. When it was taken over, the Pangea was in the Internationally Recognized Transit Corridor, a region off East Africa that is patrolled by warships. Sjostrand said only 17 minutes elapsed between when the Pangea raised an alarm and when the pirates attacked.

• The spokesman for the European Union's anti-piracy force, Cmdr. John Harbour, said pirates released a cargo vessel they had held for more than a month. Harbour said the pirates left the vessel early Tuesday, three days after they had received a ransom. The refrigerated cargo vessel is sailing north, he said.

Harbour said the crew of 23 Sri Lankans, one Filipino and one Syrian is safe and well. Somali pirates hijacked the Talca on March 23 about 120 miles (190 kilometers) off the coast of Oman.
